| Memo on Interrogation Tactics Is Disavowed: President Bush's aides yesterday disavowed an internal Justice Department opinion that torturing terrorism suspects might be legally defensible, saying it had created the false impression that the government was claiming authority to use interrogation techniques barred by international law.
Legislation Would Give D.C. a Vote in House: Staking out uncharted constitutional and political terrain, the D.C. Fairness in Representation Act would temporarily expand the House by two members to 437 seats, adding one seat for a representative from the District and a fourth member from Utah. The change would be effective Jan. 3.
