The Philippine Congress began an investigation Tuesday into allegations that President Gloria Macapagal Arroyo cheated in the 2004 elections - an inquiry that sent shock waves through financial markets and heightened protests by the president's critics.

Arroyo's press secretary and spokesman, Ignacio Bunye, testified at the hearings but offered no new information about an alleged wiretapped conversation between Arroyo and a top elections official. Arroyo had been invited to testify but declined.
