PORT-AU-PRINCE, Haiti_The U.S. ambassador to Haiti says U.N. peacekeepers are not effectively combating armed gangs attempting to destabilize the country before elections aimed at filling a power vacuum left by the ouster of President Jean-Bertrand Aristide.

James Foley said Haitian police, armed mostly with pistols and shotguns, are outgunned by pro-Aristide gangs in Port-au-Prince who carry heavy machine guns and have been blamed for increasing violence and kidnappings.
