THE United States has circulated a draft calling for a 10,000-strong United Nations (UN) peacekeeping mission to help enforce a peace deal in southern Sudan, but stopped short of saying how war crimes suspects in the separate conflict in Darfur should be tried.

But the United States and its allies are expected to face opposition from Russia and China in the Security Council for targeted sanctions to pressure government, militia and rebel forces to end the bloodshed in Sudan's Darfur region.
